ICAO EUR/NAT Cybersecurity Seminar, Belgrade, Serbia - 1 to 3 April 2025

The ICAO EUR/NAT Cybersecurity Seminar brought together 85 participants, with over half actively engaging in a hands-on practical exercise designed to strengthen operational understanding of cybersecurity challenges. The event was opened by Mrs. Mirjana Cizmarov, Director General of the Civil Aviation Directorate of Serbia, and Mr. Elkhan Nahmadov, ICAO EUR/NAT Deputy Regional Director of ICAO, who also served as Master of Ceremonies.

The program included three lecture and panel sessions. Across the focused sessions, the seminar addressed critical topics such as "The Cybersecurity Threat Landscape," "Regulatory Frameworks," "Implementation of Regulatory Frameworks," and "Oversight of Regulatory Frameworks." 

The event concluded with an extensive practical exercise, underscoring the necessity for ongoing communication across all facets of the aviation sector.

 

The event concluded with a practical exercise tailored to European airports, civil aviation authorities (CAAs), and air navigation service providers (ANSPs), emphasizing cross-sector collaboration and the application of regulatory knowledge to real-world scenarios.

The discussions helped identify actionable steps for improving cybersecurity resilience across the aviation sector.

Throughout the seminar, ICAO EUR/NAT contributed to shaping discussions on emerging cybersecurity trends, guided participants through policy-aligned implementation practices, and facilitated the exchange of strategies between states and service providers.

These efforts directly supported capacity-building and enhanced stakeholder preparedness across the region.
