The ICAO EUR/NAT Regional Office launched the Country Strategic Plan of Action (COSPA) with Uzbekistan in 2024, an innovative, three-year programme aimed at building long-term national aviation safety capabilities.
This programme, the first of its kind developed by ICAO, aims to significantly enhance the State's aviation safety capabilities. It will improve the capabilities for strategic planning, safety oversight, accident and incident investigation, safety management, and operational safety in support of the sustainable socio-economic development of this doubly landlocked country. Under the COSPA framework, capacity development needs related to aviation safety are prioritized through a three-year plan, supported by a targeted list of implementation activities (conducted by ICAO or COSPA Partners).
As part of its ongoing activities in Uzbekistan, the ICAO EUR/NAT held a joint teleconference with ACI EUROPE and Uzbekistan Representatives on 10 July 2025 concerning possible ACI World's Airport Excellence (APEX) programme in Uzbekistan in the framework of the COSPA programme.
